How to bring your pet into India (NOC explained)
The short answer
Every pet entering India needs an advance No Objection Certificate (NOC) from the Animal Quarantine and Certification Service (AQCS), applied for before the flight. Your import must fall under one of three pathways (Transfer of Residence, Re-import, or a DGFT short-stay licence) and filing under the wrong one results in rejection. The NOC typically takes about five working days once the file is correct.
India's pet import system is not unusually strict. It is unusually unforgiving of the wrong pathway. Get that decision right and the rest is administration; get it wrong and your pet is turned back at the counter or held on arrival.
The three import pathways

Documents you will need
- ISO-standard microchip (11784/11785), implanted before the rabies vaccination
- Current rabies vaccination, valid on the date of travel
- Official health certificate from the origin country, endorsed by its government veterinary authority (USDA endorsement for the USA, for example)
- Flight details: airline, flight number, date and arrival airport
- Owner's passport and visa copies, plus proof of the chosen pathway
- The AQCS advance NOC itself, applied for before departure
The timeline
- 8–12 weeks out: confirm your pathway and gather proof of overseas stay or the original export certificate.
- 6–8 weeks out: verify the microchip and rabies schedule; book the destination-country veterinary appointments.
- 3–4 weeks out: apply for the DGFT licence if that is your pathway. This must precede the NOC.
- 2 weeks out: file the AQCS advance NOC application with flight details attached.
- 7–10 days out: obtain the endorsed health certificate within its validity window.
- Travel week: confirm NOC issuance, brief the airline, and prepare the crate.
What happens on arrival
Your pet is examined by the quarantine officer at the arrival airport. Where the documentation is complete and the animal is healthy, pets are generally released to the owner and placed under an observation period (commonly around 15 days) rather than confined to a facility. That observation is at your residence, with the quarantine office empowered to inspect.
How many pets can you bring?
Under the Transfer of Residence route, the allowance has generally been limited to two pets per passenger. Bringing more usually requires the DGFT licence route, with each animal documented individually. Confirm the current limit for your travel date before you plan around it. This is exactly the kind of rule that gets revised.
